· Project Officer supporting FEMA on disaster relief program. Supported FEMA in
Miami-Dade County, Florida for Hurricane Wilma disaster recovery
efforts for six months, evaluating damage and preparing scope of work for
repairs/replacement along with estimate of cost. Attended the FEMA Project
Officer training course.
· Subcontractor to L3 Communications. Provided mechanical quantity takeoff
(HVAC & plumbing) for three Court Houses under a GSA contract.
· Cost consultant to SAIC, supporting Homeland Security with additional border protection facilities for projected staff increase of 6,000 agents.

Senior Cost Estimator, Threat Reduction Support Center (TRSC) for DTRA Cooperative Threat Reduction (CTR) Program
· Prepare estimates for various programs involving chemical, biological and nuclear
weapons elimination and destruction. Estimates are for work to be performed in Georgia, Ukraine, Uzbekistan, Kazakhstan and Russia involving different labor productivities, wage rates, currency conversions, climates and site access. Estimates are often prepared from conceptual documents without any detail information. Perform cost analysis of contractor’s proposals.

ALYESKA PIPELINE SERVICE CO, ANCHORAGE, AK 2000-2004
Company Estimator
· As the only estimator within the company, prepared funding estimates for all
company programs and projects valued annually at $150 million.
· Evaluated and selected Win Est estimating software for company use.
· Developed new format for estimate submittals resulting in better documentation.
· Prepared estimates for pipeline renovation pump station modifications and marine
terminal maintenance and modification.


US ARMY CORPS OF ENGINEERS 1963-1979, 1981-2000
Lead Estimator for Chemical Demilitarization Program, Huntsville Center 1981-2000
· Supervised a team of three engineers/estimators in preparation of estimates for
eight Chemical destruction facilities resulting in award of all facilities. Facilities
consisted of pre-engineered metal buildings, structural steel buildings and heavy
concrete structures along with required utilities.
· Assisted in developing budget estimate for construction of a chemical
demilitarization facility in Russia, resulting in successful award of contract.
· Chaired cost boards for evaluation of contractors proposals resulting in favorable
award of contracts to best qualified bidders.
· Construction Cost Estimating instructor for Corps of Engineers training center.

Chief Estimator
Chief Estimating Section, Jacksonville District, FL 1982-1987
· Managed a team of 5 estimators. Prepared estimate for and achieved first contract
awarded by Jacksonville District for rock fill dam in Puerto Rico. Prepared a
budget estimate for Arch Dam to be constructed in Puerto Rico.
· Prepared estimates for construction of facilities at military bases consisting of
family housing, recreational facilities, schools and barracks.
· Coached a team of estimators from around the country in preparation of estimates
for five complete sewage treatment systems for the Puerto Rico sewer authority.

Chief Estimating Section, Mobile District, AL 1981-1982
· Supervised 11 estimators in successful preparation of estimate for airfield
construction in Honduras.
· Managed team in preparation of estimates for work on military bases in five
Southern states. Estimates were prepared for barracks, dining facilities, recreation facilities and family housing.

Estimator, Nashville District 1969-1979
· Prepared estimate for largest civil works project ever awarded by the Corps of
Engineers in the amount of $272,000,000. Estimate was for Tennessee Tombigbee
Waterway and resulted in award of contract within 2% of estimate. Praised for best
estimate ever prepared by Corps of Engineers.
· Lead estimator for locks and dams within the Nashville District work area,
including the Smithland Lock and Dam and cofferdam on the Ohio River.
· Prepared estimates for recreation facilities consisting of comfort stations and
launching ramps.

· Mechanical Inspector for all mechanical features of locks and dams. 1963-1969
